Large Dams in Northeast India: Issues and Concerns-A Talk by Neeraj Vagholikar
The Northeast of India, consisting of the eight states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura, is known for its cultural and biological diversity and the unique Brahmaputra river system. Home to over 350 ethnic communities, the region has unique land tenure systems with a large percentage of the population dependent on natural resource based livelihoods. The Government of India is currently focusing on a major development thrust in this region grappling with its many socio-political complexities. One of the major interventions planned is the tapping of the large hydroelectric power potential in the region through a series of large dams. The Northeast has been described as India's 'future powerhouse'. According to the Central Electricity Authority (CEA), 168 large dams with a cumulative installed capacity of 63, 328 MW have been identified for development. The presentation will outline some of the issues and concerns with the current approach in development of dams in the region, including the experiences of large hydroelectric projects already commissioned or currently under construction in the region. About the Speaker: Neeraj Vagholikar is a member of Kalpavriksh, an environmental non-profit organization based in India, and is currently a Visiting Scholar at the Center for Energy and Environmental Policy (CEEP), University of Delaware. Neeraj's work at Kalpavriksh has included research and advocacy on: people and protected areas; laws and policies related to the environment and forests; social and environmental impacts of development projects and activities (mining and dams in particular); the environmental decision-making process for large development projects. In recent years his work has had a major focus on the Northeast of India. Neeraj also writes for the media on environmental and development issues and is currently a member of the Editorial Board of the Ecologist Asia magazine.
