The Wall Street Journal (5/7, Jordan, Subscription Publication) reports that as part of an effort to draw high-skill workers, Alejandro Mayorkas, deputy secretary of DHS, and Commerce Secretary Penny Pritzker announced on Tuesday. The rule is expected to go into effect following a 60-day comment period.

The New York Times (5/7, Preston, Subscription Publication) characterizes the move as part of the attempt by the Administration to adjust the immigration system while broader reform remains stalled in Congress. The proposals “address visa rules that have long caused difficulties for the spouses of skilled immigrants, mainly from China, India and the Philippines, who are working here on temporary visas known as H-1B.” The spouses “often have skills and education, too, but are not authorized to work in the United States, causing their careers to languish.”

The AP (5/7, Caldwell), Law 360 (5/7), NumbersUSA (5/7), and Re/code (5/6) also cover this story.
