, the world’s foremost expert in the field of unfolding the full potential of human consciousness, has established centers around the world whose trained teachers make available a variety of profound programs, including the Transcendental Meditation® and TM-Sidhi® programs. The following is Part 2 of an interview with one of New England’s top administrators of these programs, Dr. Robert Stowe. The topic is “Government According to Natural Law.”

Robert Stowe, Ph.D.
is Manager of the Harvard Project on International Climate Agreements and Associate Director of the Energy Technology Innovation Policy research group at the Harvard Kennedy School. Rob has worked in non-profit, academic, and business organizations, including as Vice President of Programs of the Citizens Network for Foreign Affairs, which provides assistance in agriculture and agribusiness to developing countries, and Human Factors International, one of the world’s leading firms in the field of software and Web usability. He has consulted to the World Bank and other organizations on agricultural management projects in Uganda, Russia, and Ukraine. Dr. Stowe holds a Ph.D. in political science from the Massachusetts Institute of Technology and an A.B. in physics from Harvard College. Dr. Stowe was a faculty member at Maharishi University of Management from 1990 to 1995 and is a Teacher of the Transcendental Meditation program as taught by Maharishi Mahesh Yogi.

Interview with Robert Stowe

Q: What is the Global Country of World Peace? From what I’ve read, it seems to be a parallel kind of government, complimentary to existing governments. Is this correct?

Dr. Stowe: The Global Country of World Peace was established by Maharishi to organize for the teaching of Transcendental Meditation and related programs, and establish and maintain coherence-creating groups. This “country” is not found on the map; it is concerned only with developing the full potential of consciousness. It operates separately from any man-made government, and yet its mere presence can be the key that allows a government to begin accomplishing its most cherished goals more quickly and effectively. The Global Country of World Peace is government by Natural Law.

Q: So it’s not intended to overtake other governments?

Dr. Stowe: No, it provides a structure for creating peace on a global scale.

Q: We understand that at the top of the administration of the Global Country is Maha Adhiraj Nader Raam. Dr. John Hagelin is at the head of its activities in the United States. What is your role?

Dr. Stowe: I am the Executive Director for New England, and I report directly to Dr. Hagelin. So I oversee all the activities in this geographic area. There are other volunteers who organize activities specific to a particular aspect: defense, health, architecture, education, etc. We are working to promote Maharishi's knowledge in New England, including the local Maharishi Invinciblity Centers. Q: When we have large groups practicing the Transcendental Meditation and TM-Sidhi programs in a country, in what ways will the government change?

Dr. Stowe: We want to move in direction of being able to prevent problems before they arise, rather than always having to deal with problems after they arise. This will have two overall effects: One is the reduction of suffering. Crime can be avoided before it happens; poverty, also. All the problems that you see in life, both national and international, can be prevented if the depth of knowledge of how Nature works is lively. Conflicts will be avoided before they happen, which will reduce suffering. The second overall effect will be: saving a great deal of money. That money can be used for better things, whether in the hands of individuals in the private sector or in the hands of government or some combination. That preventative approach will be very cost-effective, as well. We want to see that in health care, where government promotes policies that prevent disease before it arises, and so forth. In all areas of life we prefer prevention-oriented government. As coherence rises in collective consciousness, leaders become more creative and are able to have more foresight. It is just a byproduct of more coherence in the population. That will certainly happen.

Q: What can I do as an individual do to improve the government, short of running for office?

Dr. Stowe: Even if you ran for office and became part of the government, you would still be influenced by the collective consciousness. It would not be a guarantee that you would be able to make significant changes. To profoundly change the government, an individual can have a direct beneficial influence by learning the Transcendental and TM-Sidhi programs and practicing these programs in a group. Q: Why do Transcendental Meditation instead of any other type of meditation?

Dr. Stowe: There are many types of meditation, but they use different techniques and get different results. The Transcendental Meditation program is the most scientifically researched form of meditation, and at TM.org website you will see the benefits that people have experienced. Also, over 200 published research studies have shown the tremendous benefits of the Transcendental Meditation and TM-Sidhi program for the individual and enlivening peaceful and harmonizing behavior in nations and in the world.
